STRUCTURE, GOVERNANCE & MANAGEMENT

The Charity was established in 1998 and is governed by, and in accordance with, its constitution which was reviewed andupdated in February 2020. The updated constitution document was approved by OSCR in March 2020.

OBJECTIVES AND ACTIVITIES

The objects of the Charity are to raise funds to pay the fees charged (or associated costs incurred) by Perth & Kinross Councilfor instrumental music tuition fees, and/or attendance at Central Groups. We aim to fund fees charged to young musiciansacross the Perth & Kinross Council area who come from financially challenged families, and support the Instrumental MusicService to provide music tuition for all Perth & Kinross school children. To further these objects, we aim to obtain grant funding(where possible), seek donations, and organise fund raising events. In January 2019, Trustees agreed to establish a Reserve Fund up to an initial maximum value of £25,000 to meet unanticipated future events. The full Policy is set out on page 8 of thisdocument.

ACHIEVEMENTS AND PERFORMANCE

Fund raising events generated £0 (2023 £zero). Gift Aid Recovered from HMRC totalled £163 (2023 £646). Donations received amounted to £1,932 (2023 £652). Grants received from Trusts/Awarding Bodies totalled £0 (2023 £zero).

During the year, grants totalling £18,790 (2023 £14,999) were paid out. This sum covered the grant paid to the InstrumentalMusic Service to support the increase in young people applying for tuition, following the abolition of fees by theScottishGovernment from August 2021. Perth & Kinross Council has confirmed that music tuition fees were formallyabolished by them from August 2022.

FINANCIAL REVIEW

The net outgoing resources for the year ended 30 June 2024 were £15,651 (2023 outgoing £13,226).

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF PERTH & KINROSS MUSIC FOUNDATION

I have examined the Management Committee’s report, the Charity’s accounting records, the Receipts and Payments Account, theStatement of Balances, and the attached notes for the year ended 30 June 2024 of Perth & Kinross Music Foundation (CharityNumber SCO 27457) as set on pages 5 to 8 of this report.

RESPECTIVE RESPONSIBILITIES OF TRUSTEES AND EXAMINER

The Charity’s Trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and TrusteeInvestment (Scotland) 2005 Act, and the Charities Accounts (Scotland) Regulations 2006. The Charity Trustees consider that theaudit requirements of Regulation 10(1) (a-c) of the Accounts Regulations does not apply. It is my responsibility to examine theaccounts as prepared under section 44(1)(C) of the Act and to state whether particular matters have come to my attention.

BASIS OF INDEPENDENT EXAMINER’S REPORT

My examination is carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. Thisexamination included a review of the accounting records kept by the Charity, and a comparison of the accounts presented fromthose records. I also included consideration of any unusual items or disclosures in the accounts and sought explanations from theTrustees concerning such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently, no opinion is given as to whether these accounts present a ”true and fair view”, and this report is limited only to those matters set out in the statements below.

INDEPENDENT EXAMINER’S STATEMENT

In the course of my examination, no matter has come to my attention,

  1. Which gives me reasonable cause to believe in any material respect that the requirements
    1. to keep accounting records in accordance with Section 44 (1)(a) of the 2005Act and Regulation 4 of the 2006 Accounts Regulations; and
    1. to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 Accounting Regulations; have not been met: or
  • To which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

Fundraising for PKMF

Perth and Kinross Music Foundation is grateful to Bryan Johnston who plans to run the Wall Ultra Marathon in aid of our funds to help families who are seeking to access funding for music tuition.

PKC have cut the funding for central group orchestra, the equivalent of 3.5 full time teachers and the cost of tuition. Sadly many children will now miss out in such a great opportunity to learn music and meet new friends.

I am running the Wall Ultra marathon on June 15th 2024 A 70 mile race from Carlisle to Gateshead. Video and event link below. Any little donation is appreciated.

Cross Trust Covid Recovery Fund

For Scots’ born residents in Perth & Kinross Council, who may be struggling financially with their courses or projects because of Covid-19 restrictions, your attention is drawn to the Cross Trust Covid Recovery Fund.

There is a Cross Trust Covid Recovery Fund set up from a grant from the Gannochy Trust Covid-19 Recovery & Renewal Grant, a generous initiative set up to help charities working in the Perth & Kinross area. 

The Cross Trust proposes to provide financial support to young people living in the area towards the cost of University or College courses or other studies.  Many young folk have been unable to obtain part-time work because of the Coronavirus restrictions and had been planning to manage their finances by part-time earnings. 

Funds are limited and applications for an award will only be considered if applicants can demonstrate they are of outstanding merit and that their financial circumstances have been affected by Covid-19.

Youth Philanthropy Initiative

Thanks to four young friends who took part in the Youth Philanthropy Initiative at school this term, each group chose a charity that they would like to support and put together a presentation to try and win £3000 for their chosen charity – the Perth and Kinross Music Foundation.

Proud mum, Joanne Robertson, said, “The four kids put together this video to explain what music means to them and most importantly recognised how privileged they are at their school. This presentation wasn’t about them, it was genuine and close to their hearts.”

“Although they made it through to the finals, they didn’t win BUT have come away thinking about how they can help in the future.”

On behalf of the Perth and Kinross Music Foundation, Mr Gordon Murch, thanked the youngsters for speaking up on behalf of the charity.

“Their efforts have gone far to demonstrate the wide public support for our work and to prove the huge values to be uncovered from learning to play a musical instrument.”

Tutors go “Gung Ho” for PKMF Funds

Instrumental Music Tutors go “Gung Ho” for Perth & Kinross Music Foundation

A team of 13 PKC Instrumental Music Instructors, Music Foundation Trustees, and their families took part in the Edinburgh Gung Ho 5k Challenge on Saturday 11 May 2019.  Their aim was to raise £2,000 for the Foundation.  By the time all the sponsorship money had been collected the final total raised considerably overshot the target coming in at £2,300. 

The challenge consisted of having to run round The Meadows in Edinburgh over a 5k course – but it was filled with inflatable obstacles so wasn’t  simply a Saturday morning jog in the park, as they had to climb up and over, or through some very challenging inflatables. 

The weather smiled kindly on the race participants, some of whom had been in serious training for around 3 months, and all finished the course in less than 50 minutes.  Thankfully, the PKC/PKMF team were allocated a mid morning start timeslot when the obstacles were still quite dry, as later competitors reported that by late morning and early afternoon some of the inflatables had become very slippery, and therefore more of a challenge to get over safely.

After the event, the participants and their supporters spent some time in the capital city enjoying the chance to recall and discuss how they had coped with the build up to the race day, and the race itself.  There were some interesting tales of how some of the obstacles were dealt with!  All agreed that it had been great fun and for a very worthwhile cause.

The Foundation Trustees want to thank all who took part, and those family members and friends who supported them both morally on the day and financially through their generous donations, helping the team to smash through their target figure. 

The next fundraising event by the Music Foundation will be a Quiz night on Tuesday 17 September 2019 at 7.30 in the Civil Service Club in St Leonard’s Bank, Perth.  More details and arrangements on how to book your team in, will be available on the website nearer the time – www.pkmf.org.uk
